Projects Prepared by Parties to the Inquiry

The Inquiry's May 7, 2004 Ruling on Standing and Funding specified that the Inquiry would recommend funding for parties with Part Two standing to assist them to prepare submissions or to undertake projects that were likely to benefit the Inquiry.

The Inquiry subsequently received several project proposals from parties with Part Two standing. These proposals included applications to prepare submissions, undertake research, organize meetings or consultations, or for other projects that parties believed would advance the objectives of Part Two. The applications were considered by the Commissioner on a case-by-case basis in view of the need to coordinate projects and research and to ensure that the Inquiry receives the full benefit of the party's expertise.

In addition to these projects, the Inquiry received submissions or material from parties with Part Two standing that did not apply for project funding.

The analysis, content, and recommendations included in any of the submissions, reports, or projects received from parties with Part Two standing are attributable to that party and that party alone. They do not represent the views or conclusions of the Commissioner or Inquiry staff. They are properly considered submissions to the Inquiry that the Commissioner considered along with other Part Two materials and information when he prepared his Report.
