The policy and research phase of the Inquiry examined issues relevant to the Commissioner's mandate to make recommendations aimed at avoiding similar circumstances in the future. It developed a Research and Consultation Plan that it used during the Inquiry and established a seven-person Research Advisory Committee.

The Policy and Research Phase had a separate process and schedule from the Inquiry's evidentiary hearings.
