There is a growing recognition that finding ways to resolve straightforward cases early in the process is critical to supporting the prosecution of more complex cases in court.
One of the Justice on Target initiatives is called Crown Access Commitment. A "roving" Resolution Crown position is an example of a leading practice in Brampton which has been shared with other sites through the JOT strategy.
The Brampton Crown Attorney's Office created the position of a "roving Resolution Crown" in the fall of 2009 and the initiative has made solid progress in reducing the number of appearances in some criminal cases there.
The roving Resolution Crown position in Brampton is shared among staff on a rotating basis. The person in this position is not scheduled for trial work so that they are readily available to talk with Defence and Duty Counsel. Sometimes additional information comes to light in those conversations that allows the case to be resolved sooner, with fewer appearances.
Sometimes a matter that has led to multiple court appearances can be resolved with one phone call.
Brampton Crown Attorney Mark Saltmarsh says, "The Resolution Crown also looks at multiple appearance cases with "fresh eyes" and looks for solutions to move the case forward." As a result of this initiative, the daily docket in set date court is reduced as is the number of appearances required to complete some criminal cases in the Ontario Court of Justice in Brampton.
