The Victims’ Bill of Rights , proclaimed in 1996, was an important step in acknowledging and responding to the needs of victims of crime. Under the Act, a surcharge applied to provincial and federal fines is credited to a special fund to assist victims of crime. The Victim Justice Fund revenue is allocated to programs and services such as SupportLink, Victim Support Line, Victim Crisis Assistance and Referral Services and Victim/Witness Assistance Programs.
